A wa.me link is WhatsApp's official click-to-chat format. Opening https://wa.me/ followed by a phone number starts a chat with that number in the WhatsApp app or WhatsApp Web, even if the number is not saved in the visitor's contacts.
Adding ?text= and a URL-encoded message pre-fills the chat box. The customer still has to press send, so nothing is sent without their action.

A link works anywhere you can paste a URL.
