What is the WhatsApp API and how does Meta charge for it?
The WhatsApp API, officially the WhatsApp Business Platform, lets a business send and receive WhatsApp messages from software, usually through a Business Solution Provider. Since 1 July 2025 Meta charges per message instead of per conversation, and only for messages that are delivered. Messages that customers send to the business are not charged.
When a customer messages or calls the business, a 24-hour customer service window opens, and each new customer message resets the 24 hours. Inside that window the business can send free-form replies; outside it only approved templates can start a conversation. The price depends on the message category (marketing, utility, authentication or service) and on the recipient's country calling code, which is +966 for Saudi Arabia. Meta lists a separate AI-agent category billed per token; this guide covers the four categories a store normally uses. Meta may change prices only on 1 January, 1 April, 1 July and 1 October.
What are Meta's WhatsApp API rates for Saudi Arabia?
The table shows Meta's list rates per delivered message for Saudi Arabia from the rate cards effective 1 October 2026, before volume tiers. Meta publishes the same card in US dollars and in Saudi riyals.
- Meta's own change log lists Saudi Arabia rate changes on 1 October 2025, 1 April 2026 and 1 October 2026, so a figure you saw earlier this year may be out of date.
- Volume tiers lower utility and authentication rates at high monthly volume; marketing messages have no tiers.
- Rates here are list prices as of October 2026; always download the current card on the day you budget.
| Message category | US dollars | Saudi riyals |
|---|---|---|
| Marketing | $0.0576 | SAR 0.2159 |
| Utility | $0.0107 | SAR 0.0401 |
| Authentication | $0.0107 | SAR 0.0401 |
| Service (replies in the 24-hour window) | $0.0107 | SAR 0.0401 |
| Authentication-international (eligible businesses only) | $0.0598 | SAR 0.224 |
What changed on 1 October 2026?
From 1 October 2026 Meta charges for utility templates sent inside an open 24-hour customer service window, which were free before, and for service replies beyond a free allowance. Each business phone number gets 1,000 free service messages per month, which reset monthly and do not roll over; Meta charges from the 1,001st.
- Free entry point windows are unchanged: when a customer starts a chat from a Click-to-WhatsApp ad or a Facebook Page button, Meta does not charge for marketing, utility, authentication or service messages during that window.
- Businesses without a payment method on file by 30 September 2026 could have service message delivery stopped, according to Meta.
How much will a Saudi store pay per month?
Multiply messages by the rate. The figures below are Meta's fees only, before any provider platform fee or markup and before volume tiers.
Note that a marketing message to a Saudi number costs more than five times a utility message ($0.0576 against $0.0107), so marketing messages, including abandoned-checkout reminders, are the costliest per message. Replace the counts in the table with your own order numbers to get your estimate.
| Example | US dollars | Saudi riyals |
|---|---|---|
| 1,000 order confirmations (utility) | $10.70 | SAR 40.10 |
| 1,000 abandoned-checkout reminders (marketing) | $57.60 | SAR 215.90 |
| One month: 2,000 confirmations and 500 reminders | $50.20 | SAR 188.15 |
Which category does each store message fall into?
Categories drive the price. Typical store messages fall into these categories, shown with Meta's rate for a Saudi number as of October 2026.
| Store message | Typical category | Rate to a Saudi number |
|---|---|---|
| Order confirmation after checkout | Utility | $0.0107 |
| Shipping or tracking notice | Utility | $0.0107 |
| Abandoned-checkout reminder with a discount | Marketing | $0.0576 |
| Reply to a customer question inside the 24-hour window | Service | $0.0107 after the first 1,000 free each month per phone number |
| One-time passcode | Authentication | $0.0107 |
How do you check the current rate yourself?
- Open Meta's pricing page for the WhatsApp Business Platform and find the rate card downloads.
- Download the list-rates file in your billing currency, US dollars or Saudi riyals, and check that its title shows the effective date.
- Find the Saudi Arabia row and read the marketing, utility, authentication and service columns.
- If you expect high utility volume, download the volume-tiers file in the same currency.
- Multiply your monthly message counts by each rate, then add your provider's fees.
What do providers add on top of Meta's rates?
Most stores reach the API through a Business Solution Provider or an app built on it. Those vendors can charge a monthly platform fee, a markup per message or a minimum plan. When you compare offers, add three lines: Meta's rate for Saudi numbers, the provider's platform fee and any markup. Our free calculator at /tools/whatsapp-api-cost-calculator does the arithmetic for several countries at once.
Does a Shopify store in Saudi Arabia need the WhatsApp API?
Not always. WhatsApp Pilot, a Shopify app by E-SAFQA, connects your store's own WhatsApp number as a linked device by scanning a QR code. It does not use the WhatsApp Business API, so Meta's per-message fees do not apply. The Free plan adds a chat button on the homepage and message history; Pro is USD 15 every 30 days and adds order confirmations, fulfillment notices, abandoned-checkout reminders and the other automations.
The trade-off is real: a linked device has no delivered or read receipts, and the usual WhatsApp account rules still apply to your number. For the example month above, Meta's fees alone would be about $50.20 before any provider fee, but the API offers capabilities such as approved templates and several agents on one number that a flat-priced app does not.
If you run high-volume campaigns or need read receipts, the API is the right tool and its pricing is the cost of that capability. If you send a modest volume of order messages from one store, compare the full monthly cost of both routes before you choose.
Frequently asked questions
How much does the WhatsApp API cost in Saudi Arabia?
As of October 2026 Meta charges $0.0576 (SAR 0.2159) per delivered marketing message and $0.0107 (SAR 0.0401) per utility or authentication message to a Saudi number, before volume tiers and provider fees.
Is the WhatsApp Business API free in Saudi Arabia?
No, with two exceptions: messages inside a free entry point window after a Click-to-WhatsApp ad or Facebook Page button, and the first 1,000 service messages per business phone number each month.
Can I pay Meta in Saudi riyals?
Meta publishes rate cards in 16 billing currencies, including SAR. The currency that applies depends on the billing setup of your WhatsApp Business Account.
Does WhatsApp charge for messages customers send to my business?
No. Meta charges businesses only for messages it delivers to users.
Is the rate the same for every country?
No. The rate follows the recipient's country calling code, so a Saudi number (+966) is priced differently from a UAE or Jordanian number.
