WhatsApp chatbot for online stores
A WhatsApp chatbot is software that answers customer messages automatically. A store can use the free greeting and away messages in the WhatsApp Business app, a rule-based or AI bot on the Cloud API through a provider, or Meta's Business Agent where available. WhatsApp Pilot is not a chatbot: it sends order messages and does not read replies.

What is a WhatsApp chatbot?
A WhatsApp chatbot is a program that reads a customer's message and replies without a person typing. A rule-based bot follows menus and keywords, such as reply 1 for order status. An AI bot writes answers from a store's catalogue and policies. Both differ from an auto-reply, which sends the same fixed text when a condition is met, and from an order notification, which is sent because something happened in your store, not because the customer wrote.
A store has three realistic routes, and they differ in cost, control and availability.
| Route | What it does | What you need | Limits |
|---|---|---|---|
| WhatsApp Business app auto messages | Greeting message, away message on a schedule, and quick replies that you send yourself | The free WhatsApp Business app | Fixed text only; the phone needs an internet connection; no conversation logic |
| Bot on the Cloud API | Rule-based or AI replies, order lookups, hand-off to staff | A developer or Business Solution Provider and a registered business number | Meta per-message fees, templates outside the 24-hour window, opt-in rules |
| Meta Business Agent | AI replies about your products, hours and policies from your catalogue and profile | The WhatsApp Business app, where it is offered | Limited countries and select businesses; pauses greeting and away messages and disconnects linked devices |
What can the WhatsApp Business app do without a chatbot?
The free Business app covers the most common repeat questions with fixed text. Menu names below follow WhatsApp's Help Center as of October 2026 and can differ slightly by app version.
- Greeting and away messages go out only while the phone has an active internet connection.
- Quick replies are shortcuts that you send yourself; they do not answer on their own.
- Our auto-reply guide at /blog/whatsapp-auto-reply-for-online-stores has 16 examples you can copy.
- Open Tools, then Greeting message, turn it on and edit the text. It is sent to customers who message you for the first time or after 14 days of silence. Choose the recipients, for example everyone who is not in your address book.
- Open Tools, then Away message, write the text and set a schedule: always, a custom period, or outside business hours (this option needs business hours saved in your profile).
- Open Tools, then Quick replies, and save answers you type often. Type / in any chat to insert one. WhatsApp allows up to 50.
How does a chatbot on the WhatsApp Cloud API work?
Each customer message reaches the provider's server by webhook. The bot decides what to answer and sends the reply through the API. Meta's documentation sets the boundaries: free-form replies are allowed only inside the 24-hour customer service window that opens when the customer writes, anything outside it must be an approved template, and you may only message people who opted in.
Cost follows the same rules as any API message. Since 1 October 2026 Meta charges for service replies after a free tier of 1,000 service messages per business phone number each month, and messages generated by Meta's own agent platform are billed separately per token. Our guide to the Cloud API at /blog/whatsapp-cloud-api-explained covers the setup.
What do WhatsApp's rules say about chatbots and AI?
- Automation is allowed inside the 24-hour window, but Meta's Business Messaging Policy (last updated 23 September 2026) says you must also offer prompt, clear and direct escalation paths, for example an in-chat human agent transfer, a phone number, an email, web support or a support form.
- Opt-in comes first: you may contact people only if they gave you their number and agreed to receive messages from you.
- Section 4.7 of the WhatsApp Business Solution Terms (last modified 23 September 2026) prohibits providers of AI technologies, such as general-purpose AI assistants, from using the Business Platform to offer that technology when it is the primary functionality, with exceptions for certain countries listed in the Terms. As we read it, the clause targets companies whose product is the assistant itself, not a store answering its own customers, but it is a fair question to put to any bot vendor.
What does an online store actually need from a bot?
For most single stores, a fast human reply plus automatic order messages removes the bulk of the where-is-my-order traffic. A bot earns its cost when volume is high and the questions repeat.
| Customer question | Often enough | A bot starts to help when |
|---|---|---|
| Where is my order? | An order status link and tracking details in the order messages | Customers keep asking by order number and volume is high |
| Opening hours, delivery areas, returns | Greeting message, away message and quick replies | The same questions arrive hundreds of times a week |
| Which product suits me? | A person who knows the catalogue | You need answers around the clock and have a large catalogue |
| Is my cash-on-delivery order confirmed? | An automatic order confirmation on WhatsApp | You want replies read and the order updated automatically, which needs the API |
Is WhatsApp Pilot a chatbot? What it does instead
WhatsApp Pilot, a Shopify app by E-SAFQA, sends messages because of events in your Shopify store, not because of what a customer writes. It connects your own WhatsApp number as a linked device by QR code, with no WhatsApp Business API and no Meta per-message fee. On the Pro plan (USD 15 every 30 days) it sends the order confirmation with an order status link, a fulfillment notice with carrier and tracking when Shopify has them, a cancellation notice, up to three abandoned checkout reminders for customers who consented, and back-in-stock alerts.
- It does not read or answer replies and it has no AI. Replies arrive in your own WhatsApp app for your team to answer.
- For cash-on-delivery orders it sends the confirmation message; the app does not read the customer's reply or change the order status.
- Delivered and read receipts are not available with a linked device.
- Turning on Meta Business Agent disconnects existing linked devices, including an app connected this way, so choose one approach for a number or plan to reconnect.
How do you choose between these options?
- Count the repeat questions your team answers in a week and write down the top five.
- Start with a greeting message, an away message, quick replies and automatic order messages from Shopify.
- If volume still overwhelms your team, ask providers about the Cloud API route: Meta fees, platform fees, opt-in handling, data use and how a customer reaches a person.
- Keep a human path in every automated flow, as Meta's policy requires.
- Review the answers customers receive every month and fix the ones that cause follow-up questions.
Frequently asked questions
Is there a free WhatsApp chatbot?
The WhatsApp Business app includes free greeting messages, away messages and quick replies, but they are fixed text rather than a conversational bot. A bot that holds a conversation needs the Cloud API through a provider, with provider fees and Meta per-message charges.
Can I use an AI bot like ChatGPT for my store on WhatsApp?
WhatsApp's Business Solution Terms prohibit providers of general-purpose AI assistants from offering them on the Business Platform as their primary functionality. Ask any vendor how its bot complies and keep a path to a human agent.
Is WhatsApp Pilot a chatbot?
No. It sends order messages triggered by Shopify events from your own WhatsApp number. It does not read or answer customer replies and it has no AI.
Does a WhatsApp chatbot need the WhatsApp Business API?
A conversational bot does, through the Cloud API and usually a provider. The Business app offers fixed greeting and away messages and quick replies you send yourself, plus Meta's Business Agent where it is available.
Do I have to offer a human option?
On the Business Platform, yes. Meta's Business Messaging Policy requires prompt, clear and direct escalation paths when you use automation, such as a human agent transfer, a phone number, an email or web support.
