WhatsApp API pricing change, October 2026: what a Shopify store pays now

From October 1, 2026, Meta bills free-form service replies and utility messages sent inside an open 24-hour window, after 1,000 free service messages per business phone number per month. Marketing templates, including abandoned-cart reminders, were already paid. This applies to the WhatsApp Business Platform, not to the WhatsApp Business app.

Your WhatsApp API bill changed on October 1, 2026: what Meta now charges for and a worked example

What did Meta change on October 1, 2026?

Since July 1, 2025, Meta has charged per delivered template message, by category (marketing, utility or authentication) and by the recipient's country code. Until October 2026, two kinds of messages were still free. On October 1, 2026, Meta changed both, according to its WhatsApp Business Platform pricing page.

  • Service messages: free-form replies sent inside the 24-hour customer-service window are charged per message at the market's utility or authentication rate, with no volume tiers, after a free tier of 1,000 service messages per business phone number per month. The free messages do not roll over.
  • Utility templates inside an open window: these were free since July 1, 2025 and are now charged per message.
  • Payment method: businesses without one by September 30, 2026 stop getting service messages delivered once the free tier is used.
  • Rate card: Meta also updated 40 rates on the same date, added nine standalone markets and nine new authentication-international rates.

What is still free, and what is charged on top?

Messages inside the free entry point window stay free. That window opens when a customer messages you from a Click-to-WhatsApp ad or a Facebook Page button and you reply in time. Meta's current pricing page says the window may remain open for up to 7 days. Older documentation and many blogs say 72 hours, so quote Meta's live page when you plan.

Meta Business Agent is the exception. Since August 1, 2026, its messages on the Platform are billed by tokens, $2.00 per million tokens, even inside the free entry window. Meta puts a typical message at 20,000 to 25,000 tokens, which is about 4 to 5 US cents.

Message typeBilled from October 1, 2026?
Marketing template (for example, an abandoned-cart reminder)Yes, as before
Utility template sent outside a 24-hour windowYes, as before
Utility template sent inside an open 24-hour windowYes, new
Free-form service reply, first 1,000 per number per monthNo
Free-form service reply, after the first 1,000Yes, new
Any message inside a free entry point windowNo (except Business Agent token charges)

Is an abandoned-cart reminder marketing or utility?

Marketing. Meta's template categorization page says abandoned-cart reminders are marketing messages "even if requested by users". An order confirmation counts as utility only if it does not promote, upsell or cross-sell. If you submit a template as utility and Meta judges it to be marketing, Meta approves it as marketing. That means your abandoned checkout flow is charged at the higher marketing rate.

What does this cost a Shopify store in a month? A worked example

This is an illustration, not a quote. It uses the Saudi Arabia rates from Shopify's published WhatsApp pricing table, read on October 29, 2026: $0.100 per marketing message and $0.0107 per service message. Meta's own rate card and any app fee can differ, so rerun the numbers with the current figures for your markets. The 1,000 free service messages are counted per business phone number in Meta's wording. Shopify's help page describes them per WhatsApp Business Account, so use Meta's page as the reference. Our free calculator at /tools/whatsapp-api-cost-calculator lets you enter your own volumes and countries, and our guide to WhatsApp Business API pricing explained covers the full rate structure.

ItemVolume per monthRateCost
Service replies on one business number3,000 messages: 1,000 free, 2,000 billed$0.0107$21.40
Abandoned-cart reminders (marketing)500 messages$0.100$50.00
Total in this example$71.40

How can a store keep the bill predictable?

  • Count your service replies. If you stay under 1,000 per number per month, the new charge does not touch you.
  • Route ad traffic through Click-to-WhatsApp so replies fall inside the free entry window.
  • Keep order updates utility-clean: no discounts, upsells or cross-sells inside a confirmation.
  • Add a payment method in WhatsApp Manager so service messages are never blocked.
  • Budget abandoned-cart recovery as marketing, and check each country's rate on the day you plan.

What if I do not want per-message pricing at all?

Then look at how the messages are sent, not only at the rate. The Platform is Meta's official route and is billed per message. WhatsApp Pilot is a Shopify app that sends from your own WhatsApp number, linked like WhatsApp Web, with no WhatsApp Business API account and no per-message fee from us. Pro is a flat USD 15 per 30 days. The trade-off is that it is not the official Platform route, which some larger teams require. Pro covers order confirmations, shipping updates, cancellation notices and abandoned checkout reminders. It is available at https://apps.shopify.com/whatsapp-pilot.
